If you meet an army guy, in person, have small talks with smiling face. Talk casual, admire their job and post and their duties. Then admire then looks and physique. Do a hand shake, but don't leave the hand immediately, keep it held.
If you are sitting in train or bus with them, u can try to touch their thighs (closer to crotch). If he does not object the initial small touches, then increase the frequency of touch, duration of single touch, and keep going closer to the crotch with every touch.
If standing face to face, then look at their crotch occassionally and make sure they notice it.
These are enough hints and starting points.

So this just happened today. Thereās an army Cantonment in my hometown and I had met one Punjabi Army guy via Grindr. We had met two times last year but that was outside the army area.
