I have seen some bottoms around there.
Not sure if they are bottoms but from their actions and way they walk it seems that way.

I hve heard action takes place behind the joggers park.....down near the railway tracks. ....

I visited this place yesterday evening. The park is located behind the BMC school. However, I didn't see any real potential for cruising there.
The park is divided into two sections by two large pipelines, and there is also a toy train track running between them. The train is no longer operational.
When I visited in the evening, there were a few young guys around, a small group of local boys hanging out, and quite a few women taking their evening walks. I didn't get any cruising vibe from the place at all.
The area itself is fairly quiet, so in theory it could be suitable for cruising. However, I don't think cruising actually happens there. The entire neighborhood is densely populated, and there are CCTV cameras in some areas. Because of that, I don't think it would be practical or safe for people to meet there and then move to a nearby spot for any kind of intimate encounter.
