Cruising inside the park starts as soon as it gets dark, which is 6 / 6:30 pm these days. An hour or so later in the summers. This goes on until 9 pm or even later, again depending on the time of the year.
Gate 2 is closed, so climb over it. You'll see most people do that; even those who are not there for cruising. I went there last weekend but there were only two or three guy's which i don't prefer... besides the park was empty maybe because of cold.
